The District Four Community Advisory Panel was created in August 2005 to give citizens in the area a regular opportunity to affect change in their city government.  The Panel is made up of District Four residents who commit to regularly attend one meeting per month to discuss city government issues.  Some of the topics that have been discussed include: Drainage, Animal Ordinances, Traffic Problems, Neighborhood Watch, Hurricane Recovery and Preparedness, Beautification, Government Transparency, Zoning, Recycling and more.

In September of 2008 the group changed their name to Vision Sulphur, decided to open their membership up to citizens from around the City and updated the bylaws (located on the home page).

In November of 2009, the group had completed a "Vision" for the City of Sulphur, published it and made it available to the public. In February of 2010, elected officials and candidates seeking to serve will be asked to commit to the Vision. For more information, visit www.visionsulphur.org
